POSITION OVERVIEW                                           

The Talent Acquisition Specialist / Recruiter is primarily responsible for all aspects of staffing and is the primary interface with departmental stakeholders in identifying staffing requirements and developing sourcing plans and strategies for satisfying those requirements. This position requires specific labor market expertise with fully cleared professionals in the National Capital region as well as other CONUS and OCONUS locations with an understanding of skill availability, labor market rates and cost, and techniques required to find the skills / clearances required. This position also requires candidate sourcing skills in the Intelligence Community cleared candidate market.

DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS)

Assist Hiring Managers with defining and validating key position requirements (i.e. defining education, experience, technical knowledge, and competencies)
Develop content for job postings
Actively source candidates utilizing all available resources including, but not limited to internal employees, sourcing teams, external job boards, and community outreach
Craft and communicate external recruiting strategies that target key communities and provide timely updates to hiring managers
Develop and maintain candidate networks/pipelines within the intelligence community
Participate in intelligence community job fairs, organizations, and networks
Conduct phone screens for all candidates submitted
Track candidate & requisition progress in the ATS
Ensure Hiring Managers prioritize position requirements based on business needs
Enter requisitions in the Applicant Tracking System (ATS)
Review interviewers' recommendations and participate in selection decision-making (hiring) discussions

JOB REQUIREMENTS AND QUALIFICATIONS

Education

Bachelor's degree or equivalent experience required

Experience

 

Minimum 3-5 years of recruiting experience with a demonstrated background in recruiting cleared Intelligence professionals
Experience in proposal recruitment, incumbent capture, and achieving aggressive recruiting goals
Experience organizing and executing recruiting events
Experience with Applicant Tracking Systems, candidate workflow and dispositioning
Experience building relationships and recruiting in the intelligence community for cleared candidates required.
Experienced in building networks to find qualified passive candidates

 

Specialized Knowledge/Skills Requirements

·       VA and MD cleared market knowledge preferred, to include existing network/database of cleared (SCI, CI & full scope polygraph, etc) intelligence professionals

Must be results-oriented; customer-service focused and possess strong organizational and communication (verbal and written) skills
Familiar with Intelligence Community terminology and disciplines, clearance types, and processing requirements
Proven track record of working in a fast-paced, complex, and deadline-oriented environment
Demonstrated experience in change management, establishing trust and credibility, working independently, interviewing and negotiating skills
Requires the ability to actively provide recruiting support to multi-site operations and be capable of effectively building positive work partnerships with geographically dispersed multiple staff levels

**The ability to obtain and maintain a US government security clearance is required**
